upon further deliberation, i’ve decided it’s because regina had to constantly apologize to cora for literally everything as a child. she had to be sorry for playing, getting dirty, eating too much, not reading the right books, ad infinitum. it just makes her feel weird when her kids feel like they have to apologize to her.
